The UAPD Throw Phone is a two-way audio/video communication device, tailored specifically for use by hostage negotiators. In critical incidents, it plays a pivotal role, allowing negotiators to engage with and de-escalate barricaded subjects. The primary goal is to foster peaceful resolution and ensure the safety of all parties involved. It will need to address the ruggedness and poor network challenges relevant to this application. 

Background:
In the past, throw phones have generally been heavy, bulky, hard wired phone systems which required several SWAT members to put themselves at great risk to deliver the cumbersome phone system into critical incidents to enable open communication and de-escalate barricaded subjects in order to resolve the standoff peacefully and save lives. This invention would reduce the size and weight of previous systems to enable greater ease in transporting a wireless communication device to said subjects. 

Building on the traditional concept of throw phones, the UAPD Throw Phone innovates by incorporating both audio and video capabilities. This dual functionality enhances the ability of law enforcement to gauge situations and make informed decisions. The objective remains clear: creating an avenue for dialogue that can defuse tense standoffs and prioritize the preservation of life.
